Another factor of the cheap meter in question is its size.  I believe 
it is smaller than the Harbor Freight units.  Maybe that has a play in 
the voltage limit.

Dimensions: 3 5/8" (H) x 2" (W) x 1" (D)

Shipping wasn't a problem as I was ordering a several other items from 
the flyer.
