This is a "new" discovery?

AFAIK this has been the way it has always been.  A lot of the radios 
used in the Heavy Metal Rally have been traditionally commercial 
broadcast radios converted to the Amateur Radio Bands.

Also the re-use of Military Surplus equipment as the BC-610.

An in-depth historical "study" would be needed to determine "why" it was 
established the way it is.

Why do SSBers have a hissy if an AM only station tries to check into a 
group or net?
