[AMRadio] IARU REGION 2 MF/HF BAND PLAN - Effective January 1st2008

This morning I wrote to Mr Sumner about this band plan and he replied, "The 
plan does not have "restrictive limitations."  By definition, band plans are 
simply voluntary guidelines."

I disagreed, pointing out that it indeed does have restrictive limitations 
and bandplans have a track record of increasing the stress among amateurs, and 
becoming ever more "official" over time.
