With a vertical, the improvement in groundwave propagation would most likely 
more than make up for the inefficiency of the antenna.

That's why stations used to have better luck with local contacts on 160m 
mobile than with 75m.  There were 160m mobile groups in cities like 
Cleveland, but they disappeared with the advent of 2m CB.
