That's whacked. This guy's science is bunk.
There is an interesting bit of real science regarding Mecca time. The moment at which the new moon is first seen depends on where
on the planet the observer is. And the first visibility will occur for a short time just after sunset. For this reason, it is
possible that Ramadan can actually begin or end a day earlier or later in places in the world other than Mecca.
