I had a similar problem with a Valiant.  Turned out to be a shorted mica cap 
on the output of the pi-network.  In my case I started opening up the course 
control and when it got to position 6 there was suddenly got full power.  It 
turned out to be one of the large caps for the lower frequencies.  This may 
not be your solution, but it's worth a quick look.
