Hi Rick,

If you have access to a megger, that is one way to find out for sure, but if 
you are getting those readings on an ohmmeter, I am afraid you have a problem.

Baking it may help, but the problem is that the wire in the primary and 
secondary is  insulated and leakage indicates that the insulation has broken down 
which is why you are seeing anything other infinity on the meter.  Depending on 
how the leads are brought out, there is the possibility that there is a 
breakdown on the terminal board if there is one.  If the leads come out of the 
windings out of the tranny housing as pigtails, the problem is internal.
