I question that the antenna used for these 11m digital broadcasts at 26 MHz 
would really suppress skywave propagation as described in the papers presented. 
 When I asked for more information, it was described as a vertical dipole 
hung on standoffs from a tower.  Seems to me that would be a good DX antenna on 
11 meters!
