What load are you using?   Are you sure it is in the range that the DX60
will load into?

Have you checked the screen voltage?

Has the DX-60 ever worked since it was built?  I got a transmitter once that
had never operated for its original owner and I found the PA socket
miswired.

Don't assume anything!
