I think it is included in occupied bandwidth specifications, and possibly in
97.307(f)(1) No angle-modulated emission may have a modulation index greater
than 1 at the highest modulation frequency.
Does that mean that for all practical purposes no true FM modulation is
allowed, that only phase modulation is permitted?
