:     I know that my BC-610 HAS to be throttled back to keep legal output.
: Today's line voltages are too high for the design of this equipment.  I use
: a BIG variac to keep the voltage supplied to the BC-610 down closer to
: original design voltage supplies.

:     If I run straight from the line voltage now supplied it will easily run
: 500W or better carrier.  Obviously this will result in a significantly
: greater than legal output at 100% modulation.

Great Scott, man!  How much current are you drawing from that poor 
single 250TH?
