The FCC regulations allow an unlicensed FM signal on the FM Broadcast band to 
extend outward up to a mile. At a mile away your signal is very very weak.The 
FCC measures the limits on FC by field strenght rather than by RF power 
output.Ramsey Electronics has a link that explains some of this. <A

Just keep in mind that different part 15 "services" have different power 
levels/field strenght limits and antenna restrictions.
