There is no critical value of filter capacitance.  The more capacitance, the 
better the  dynamic regulation.  You  have to decide on the best compromise. 
  200 mfd at 4000 volts is expensive, bulky and uses a lot of energy to  
charge the caps, thus the need for a step-start.  2 mfd is cheap, small, and 
the dynamic regulation is terrible.  You have to  decide what is optimum,  
in between.

There is an article in one of the old GE  Ham News issues that gives scope 
pictures for various amounts of capacitance and you can see the progression 
of improvement.  There is no critical value where the dynamic regulation 
suddenly improves to an acceptable level.  This, of course, is opposed to 
static regulation, which suddenly improves once the inductance is increased 
to the critical value or  beyond.
