Gary:

Rather than go into a long dissertation about optimum inductance, if you
have a reference that covers that subject, check it.  An old handbook is a
good source and explains it in pretty good detail.  The thing you are
looking for is regulation.

If the choke changes with load, you cannot, in normal power supplies, attain
the regulation you desire.  With  calculation, you may be able to do so with
larger cap values as suggested.  All this, keeping in mind, that reasonance
plays a part.
