If the 6146 plates glow red then you most probably ARE delivering some HT+ 
(that's B+ for you yanks!) and I suggest you take al ook at where you are placing 
your meter! It sounds like the BIAS supply may be missing from those 6146es, 
allowing them to draw excess current from the B+ supply.

Do you have a circus diagram of that Viking II that you can compare voltages with?
