[Alinco] question about charging

I have a simple question.  I have an Alinco EBP-8NAZ 12V battery pack in which I just installed new 1800mAH batteries.  My question is, do the batteries charge if you apply power to the DC/DC Converter input jack rather than the smaller Charger input jack? I ask because the charging LED does not come on when I have a 13.8VDC power supply plugged into the DC/DC Converter jack and I don't have the correct size plug for the Charge jack.
