[Alinco] DX70TH is dead

I have a DX70Th radio that recently died. I was using a regulated power
supply and suddenly the digital readout lights went out and the radio
stopped transmitting. Checking found that the power supply regulator was
burned out, allowing full transformer voltage (about 40 volts) at the output
connection. The radio digital readout still comes on and the radio receives.
Any suggestions. Is it possible that the radio shorted somehow and burned
out the power supply regulator, or did the power supply regulator fail and
burn out the radio. If that happened, why does it still receive?
Thanks for any help
