For VHF and up, try a trunk lip mount (or on the hood, if you want it in
front). I've used ones that screw to the body panel on the vertical
part below the seam, then bend 90 degrees to lay flat over the panel.
The trunk or hood then opens normally, and the antenna stays vertical to
the fender whether it's open or closed. SO-239 connection lets you
quick disconnect any small antenna. About 4' is all I'd want to go,
though. The holes are not visible from the outside of the vehicle
unless the trunk is open, and easy to disguise when the mount is
removed. Fancier ones clamp on the trunk/hood itself, and leave no
holes at all (just a small puncture in the paint on the underside).
Some even hinge to allow the antenna to be tucked inside the trunk when
not in use.
There's similar mounts that clip over the top of a door or a rain gutter
(if cars still had such things - none of mine do!).
None of these are substantial enough for a big HF antenna, though.

License plate mounts on my wife's car are great, except....
They are GLUED to the PLASTIC bumper. Won't hold 2 pounds without
tearing out holes in the $1000 piece of plastic.

You must have far better licence plate brackets than I do.
Mine are pretty flimsy, and the plastic "nuts" won't stand up to that
sort of stress.
