Yes, he is legitimate.  He has a system similar to https://openmhz.com that he runs.  Several members of the club have received similar messages.

Good evening Jan, 

I came across your profile on QRZ.  I am working on a remote SDR/radio project in the city of Alexandria and am trying to fill in some coverage gaps of monitoring fire department communications.  I am looking for a potential hosting location (I prefer to work with fellow hams), in exchange for both a small monthly recurring payment and access to our real time fire notification alerts.  The setup is for monitoring fire department communication only.  The hardware is all provided, and the setup is pretty minimal:

- Micro form factor pc (no monitor, keyboard, mouse needed)
- USB SDR dongles
- Indoor small mag mount antenna if in the coverage area
- Power and internet (prefer to be wired directly instead of WIFI; not bandwidth intensive at all)

I am looking for a hosting location to be able to receive the following sites:
