If you're having issues connecting to REF097C with a hotspot for our DSTAR

One of the "challenges" using a hotspot is that the DNS entry for D-PLUS
REF097 tends to be "overwritten" by the XLX REF097 IP address :(
I've complained mightily to the keepers of the DPLUS/XLX IP address updates
to no avail...
My initial guess is that your club member is actually connecting to XLX097
instead of REF097 :(
Have the member update the (running on a Pi?) DPLUS entry for REF097
to 23.154.136.200 and all will be well...
