[Alexandria Radio Club Reflector] Strange Signal on the 147.315 Repeater

I've been hearing the noise. I've also heard a few new hams with very very low audio. I've tried a few times to give feedback. The two I talked to were on HTS.

Subject: [Alexandria Radio Club Reflector] Strange Signal on the 147.315 Repeater
Many club members have been hearing a strange signal accessing the
club's 2 meter analog repeater over the last 10 days.
I CAN ASSURE YOU IT IS NOT THE REPEATER ITSELF. It is definitely a
weak signal strong enough to bring up the repeater, but not enough to
hold it. If local signal comes up at the same time, that signal is
covered over by the local signal and is not an issue.
:Last Thursday, I timed the occurrences, it was bringing up the
repeater every 90 seconds, almost like a APRS beacon without the data
All I have been hearing is a carrier that brings up the repeater. I
have been listening on the input and hear nothing and I am on the
highest ridge in Eastern Fairfax County, so it is hard to tell where
it is coming from.
It could also be a signal just above the 2 meter band getting through
some mixing with something else.
If you do hear it, let me know when you are hearing it. Ideally, if
you have a beam antenna and can pinpoint what direction it's coming
from, that would be helpful. You need to listen to 147.915.
