 There are several countries that operate OTHRs.  40m has been the most often "abused" band for OTHRs and 20m too but they can/will appear almost anywhere.  The military/government runs them on any frequency they want, most often they are 20-KHz wide but can be narrower or wider.  The chipping rate may vary but is usually pretty fast. Observations of Over-the-Horizon Radar Interference in Ham Bands Top All Others (arrl.org) There is nothing you can do about them but complain and perhaps feel better for a short time.  Over-the-horizon radar - Wikipedia
ITU region 1 still has a relatively active monitoring system for intruders.  Region 2 & 3 has nothing.  Monitoring System (IARUMS) | International Amateur Radio Union (IARU) (iaru-r1.org)
IN and around the 10m band you will often hear SeaWiFi radars.  They usually sweep slowly across about 10 or 20-KHz.  They are used to monitor ocean waves and surface temperatures. There are other intruders in HAM bands to be found and heard. HF Radar Surface Currents (noaa.gov)
Even the ionosounds which measure ionsphere densities sweep across the entire HF spectrumand can be heard or seen on a panadapter if one knows what to look for.
