[Alexandria Radio Club Reflector] trip to the hospital

Our 70cm DSTAR repeater is back online.  Took a trip to Inova Alexandria
Hospital where our DSTAR stack is located and I physically cycled the power
on the repeater itself to cure whatever was ailing it.  2m and 23cm were
fine.  Normally when we have issues, we remotely reboot the server that
provides gateways services and reflector access and that solves it.  First
time we've had to cycle power on the repeater itself.
