I updated the South Carolina ARES webpage (ares-sc.org <http://ares-sc.org> ) with a short writeup on the difference between ARES, RACES and Auxcomm. You might be interested to read it. This is accurate for SOUTH CAROLINA ONLY so please don't think this is accurate for other states. Also this is at a high level, I did not want to get into the weeds with to many details. The intent is for folks (in South Carolina) to have a common place to go and get a simple high level answer to this very typical question.
Also I hope this helps steer Amateur Radio Operators who want to volunteer for emergency comms to the local county EC's so they can have a good place to start, train and practice. 
This structure was designed by people much smarter then I and in my opinion it is working very very well.
