[Alexandria Radio Club Reflector] active LOTW users

If you want to know if that DX station you just worked is active on
https://lotw.arrl.org/lotw-help/getting-started/, go get
https://lotw.arrl.org/lotw-user-activity.csv and look up the call.  This
csv file gets updated every couple of days with the last upload date of all
LOTW users.  It's the same file that N3FJP's logging program and WSJT-X
load.
