Dear ARRL Roanoke Division Members:

It is with great sadness that we report the passing on December 7, 2021,
of ARRL's Virginia Section Manager Joe Palsa, K3WRY.  Joe had been
Virginia Section Manager since 2015, and currently was simultaneously
serving as the League's State Government Liaison.  Over the course of
his 50+ years as a Radio Amateur, Joe’s past ARRL field appointments
included Official Bulletin Station, Official Observer, Official
Emergency Station, and — most recently — Volunteer Monitor.  A Life
Member of the League, Joe was the recipient of two ARRL Public Service
Awards.  “Dr. Joe”, as he was widely known, was a past president of
the Richmond Amateur Radio Club.  More information will be forthcoming.
