Subject: Implementing Guidelines - Followup on Frostfest

Here are the guidelines that we hope our District Steering Committees will follow.

At Frostfest there were some blank stares and of course the question on many minds was, "How are they going to do this?"  In all transparency, here's the plan.  Fingers crossed.  We know there will be some hiccups, but we have faith in you all out there in the field.  We organize.  We are good at it.  Here's another chance to be great at it!
