Ian - thanks for digging into the fine print on this new proposal.  Lets hope that the new fee proposal for amateur radio callsigns is not adopted.  Although amateur radio is a hobby for many, it is also a volunteer public service backup for public communications outages that some communities really rely on.  Attached is the latest FCC outage report for Hurricane Lauren that helps to underscore why amateur radio is a needed public service.

Looks like the FCC is proposing a $50 fee for new vanity callsigns but not for renewals.
