This is all new to me, but with that disclaimer, I think it would be worthwhile to clarify the following:
— to state and agree on the purpose and role of the Marshalls.
— to determine if they have their own communications needs.
— to determine if they will use radios, how their CAP communications will be relayed back and forth to ham operators, if necessary, and
— to define how they interact with and/or rely on the communications that we provide.
I did some reading on CAP, to educate my self, and found this regulation regarding CAP use of amateur frequencies.
> 11.3. Use of Amateur Radio Service by CAP. CAP members acting in any CAP capacity may not use amateur radio frequencies on behalf of CAP, with narrow exceptions, as provided in para. 11.3.3. below.
(There are specific rules, but basically, it’s limited to a last resort, and then only in serious emergencies)
> 11.3.3.2. The communication is urgently necessary for the immediate safety of life or protection of property where other communication paths are not available.
> 11.3.3.4. Use of amateur radio is a “last resort” and no other feasible path exists
> 11.3.6. Other than as provided in para. 11.3.3. above, where amateur radio is needed to support a CAP mission, CAP communication managers should seek the support of local amateur radio clubs and organizations. CAP members who are licensed amateur radio operators and who are not acting in any CAP capacity (e.g. not signed in to a mission) may exercise their amateur privileges and support affiliated amateur organizations using privately owned amateur equipment to provide traffic relay for CAP.

So according to the regulations, it seems that CAP members who are licensed hams can participate through our radio club, if they are NOT signed into a CAP mission and use privately owned radios.
But if they are signed in to a CAP mission, it seems that they are all but barred from communicating on ham frequencies, even if they are licensed hams.
So if we had CAP members who are hams participate through our club, and not as part of a CAP mission, I think it could work, but they could not use CAP issued radios, and they would not be covered under CAP provided insurance.
