Hurricane Florence Update  09/11/18

Tracking this storm is very well documented by the media and multiple
governmental agencies so I am not going to repeat the hundreds of maps
showing the latest tracking information.

However, I am requesting that each and every ham as well as ARES/RACES
members and other EMCOMM groups pay very close attention to their local,
regional and state agencies instructions. Our biggest contribution to
the success of Amateur Radio Emergency Communications is to show our
governmental agencies and the general public how we can support them in
this time of potential weather crises. Your voluntary understanding of
the Federal  NIMS program and completion of at least IS-100, 200, 700,
and 800 of the Incident Command System shows your local government EC
director that you are prepared to assist them with any needed emergency
communications.  

Currently, we are experiencing a Hurricane heading directly into the
east coast with Virginia being directly in the path of the storm.  With
that being said, FEMA as well as other federal agencies and all state
and local agencies are all gearing up for problems and destruction that
is coming. It has been number of years since we have had to gear up for
this kind of weather based emergency, so we will now see how well our
training has been accepted by our local governmental agencies. 

ARES/K3EP will be activating our ODEN Net (Old Dominion Emergency Net)
on 3947 KHz on a standby basis at 1900L daily for EOC’s or EMCOMM
groups to check and test their radio systems as of 09/11/18. ARES/K3EP
will also be available daily at 1800L on 3947 KHz on the Virginia NTS
net for traffic and/or testing.   When VDEM activates the EOC and their
ARCA amateur radio group, the ODEN net will also activate and be
available to assist with traffic and relay messages to the Virginia EOC
when necessary due to changing radio conditions.  All Virginia
ARES/RACES groups are active for this weather event,

Please be advised and aware that SKYWARN nets will be activated as
needed across the state as conditions warrant. These nets utilize
SKYWARN designated VHF/UHF repeaters to accept reports from spotters and
pass this information to appropriate NWS officials. Many hams are
members of both ARES and SKYWARN groups. This cooperative effort is
officially acknowledged in many areas and offers significant advantages
during weather related emergencies such as Hurricanes.

Finally, all ARES EC’s should be in contact with their members and
establish a current list of available members for duties and establish
contact with their local government EC representative.  Then
presentation of the local ARES group’s availability to the local
government EC should made. If and when our local ARES groups required,
we are ready to assist with their communications needs.
