[Alexandria Radio Club Reflector] DSTAR repeaters

No need to pass the hat - there's plenty in the treasury.  We can vote some
funds for this at the club meeting on Friday.  We also need a new router
for the DSTAR stack; KI4MWP is working on that now.  Routers and UPS boxes
are inexpensive these days.

Club elections this Friday!   Hopefully they won't be as contentious as the
midterm elections tomorrow.
