Mark,
I have a VX-8R that does the same thing. I belive that the wall wart only charges and does not provide the power needed to xmit on anything other then LOW power. I am basing that on my unit rebooting on 2m/70cm and successful xmit on 1.25m.

I’ve had my VX-8R since 2010 and I still love to use it.
