John KX40 from the Fauquier Amateur Radio Association has the plans for
a Asymmetrical Hatted Vertical Dipole on
his website (http://www.hamradio.me). He has a list of parts, and where
to get them, right down to the tripod. He
did list some nuts and bolts that you should get from the hardware
store, but since I don't drive, I ordered them
from a website. Unfortunately, I couldn't find the exact ones from
amazon.com (they offered zinc coated, I wanted
stainless steel), but Bolt Depot had them.

I've got most of the parts. The last part should be arriving within the
week, weather permitting. When it warms up a
bit, I will try putting it together.

A few notes:

1.) 3 end caps are needed. The source he gives, DX Engineering, sells
them in bags of 20. DON'T BUY 3 BAGS, unless
you have a lot of things to build. :)

2.) A choke balun of some form is needed for this antenna.

3.) The studded clamps that the feed point leads attached to are sold in
pairs, but you only need one of each size.

4.) DX Engineering also sells a feedpoint cable with a PL-259. I plan to
attach it to a current choke that has SO-239
connectors on each end, but if need an SO-239, get the cable and a
barrel connector.

This antenna covers 10, 12, 15, 17, and 20 meters, depending on how you
set it up.

The plans are free. The parts, of course, are not.
