Attended a briefing at the Pentagon Amateur Radio Club (PARC) today by Mr.
Curt Bartholomew of the FCC. He briefed an up to date status of the
Federal study on amateur radio impediments mandated by the Middle Class Tax
Relief and Job Creation Act of 2012. The Federal Communications Commission
(FCC) is reviewing amateur radio's role in emergency and disaster
communications and the impact of private land use regulations on the amateur
community's ability to provide such communications. The FCC is actively
soliciting comments from the public on this issue though May 17, 2012.

There is some concern that as of May 2nd there are only 87 submissions about
this issue. Based on some of the early public information on this issue I
formed the impression that the FCC mainly wanted stories about instances of
emergencies that could not be supported because of impediments. Base on
reviewing some of the submitted comments on the FCC site, many of the
comments are simply opinions about HOAs, both pro and con. Thus general
comments are being submitted. If interested, please visit the URL

I have attached the handouts from the PARC meeting including the business
card of Curt to this email.
