[Alexandria Radio Club Reflector] Sea Water Antenna

Pretty amazing.. what is the intellectual property restrictions on
this technology, for amateur use? And.. how is he testing his
commercial antenna using ham radio frequencies ?  But if he has given
the ham community a license/permit to use, that would be great!
