All,
I have already suggested a course of action to Jack. To take a problem like this to a member of Congress is overkill. The Postal Inspectors are concerned with criminal matters. USPS has an office called Consumer Affairs to handle complaints. That is a better approach.
And yes, they do care. It is inaccurate to suggest otherwise. USPS does a job that most of us could not handle.
How do I know this? I spend ten years as a contractor at the Headquarter for USPS. I have worked with everyone from summer interns to executives.

The second best solution is to contact the USPS postal inspectors. To directly contact the USPS is a waste of time. Why? In essence they don't care!
