The Energy Policy Act of 2005, which was passed on August 8, 2005, changed
the time change dates for Daylight Saving Time in the United States.
Starting in 2007, Daylight Saving Time will begin at 2:00am on the second
Sunday in March (when the hour is skipped and it becomes 3:00am), and end at
3:00am on the first Sunday of November (when the hour reverts back to
2:00am). From 1986 through 2006, the transitions had been the first Sunday
in April and the last Sunday in October.
