I think the threshold for Honor Roll is positioned about right. I agree with Roger that the entities that are becoming near impossible to activate (BS7) should be reviewed. As Bill mentioned, geo-political/regulatory issues seem to resolve over time.
On another note… I decoded TX5EU calling CQ exactly once this morning at sunrise (12:28UTC)on 80M FT8. Nothing heard on CW…3520 is where they have been spotted by EU. Conditions seem pretty poor on 80 this morning. Their sunset is at around 04:30UTC. Didn’t hear them then either.

I want to follow up on a point Bill has made in his excellently written second paragraph below. In my lengthy email I sent a short while ago I noted discussions I am aware of with other governments regarding amateur radio. In my work within IARU I’m aware of some things that are currently not public, and cannot be for a number of reasons. IARU deals with national governments so we are made aware of “talks” promoting amateur radio because if the negotiations progress far enough having support from IARU can highly promote amateur radio within a country and “diplomatic DX’ers”, as Bill refers to them, are a vital key to making things happen.
Stay strong ADXA folks, some of these much needed DXCC will appear. To revise a line from one of my favorite movies, Field of Dreams, “Work them, and it will come!”

That would be a big NO. It should take about 10 to 20 years to make it. Patience is required. I can remember some entities that were off the air for 30 years. Some for over 20. Some of those are now on regularly, or license is obtainable for a limited number of bands (see Myanmar).
And no for dropping some countries from the list for inactivity. I can cite tries for doing this from the past, and over several years. Each one has failed at the Board level. This countries need to remain on the list in order to advance amateur radio in those countries. It fosters efforts by diplomatic DXers to attempt to bring amateur radio back, and has worked over the years. Two examples ( and there are others) are Albania ( off from 1972 to 1990) and Myanmar (from 1965 to 1995; Romeo was never there).
