I was at 1200 +- and moved up over 2000 and that is where I got him almost immediately.

I’ve found that you can easily be outside of their band pass filter on FT-8. Especially if the DX op has it set inadvertently to 1.8 kc or something less than the standard SSB bandwidth. Do what Mike suggests and you’ll work them nine times out of ten.
