I can't find the original post. Here is the definitive answer to the DXAC from Bob Naumann, W5OV.'
(There is no “banned countries list” as there was many years ago. We are free to work anyone on the bands. You can choose to not work anyone you want, but there’s no rule forcing you to do so.
This situation between Russia and Ukraine is no different than how we treat any disputed territory.
The country issuing the callsign determines what DXCC they count for.
RW7F counts as European Russia – Not Ukraine, and not Crimea. In other words, nothing special.
The recent discussion of Scarborough applies the same rules. The team that was given a Philippine callsign of DX0NES to go to Scarborough was disappointed to learn that they would count only as The Philippines and not as Scarborough (Chinese). They evidently decided to not risk their lives going to Scarborough to be no more desirable than a station in Manila or Quezon City.
Scarborough is reportedly patrolled by the Chinese Navy on a regular basis.
