I was listening for 3A2MW on 10.136 before hitting the hay, but no decode nor anyone calling him.  He explains on his QRZ page the following:

3A STATIONS ARE NEVER STRONG OVERSEAS, BECAUSE OF THE FOLLOWING REASONS:
 - Monaco is the smallest Country in the UN, limited by the sea (one side) and France belonging mountains the other side (see image)
 - the maximum legal power is only 100w
 - antennas have been banned by a 1988 law (Loi 1122 22/12/1988) see link, but small or stealth verticals are tolerated.

3A STATIONS HAVE PROBLEMS IN RECEIVING YOU:
 - our antennas are small and vertical
 - the local noise level is very high (min. S3 to S9) because of the human activity: 50K people work here into less than 1 sq.mile (2 Kmq)

 - and 37K people live in this same area with 32K cars (574 cars per Km of street). 2011 data, World Bank
