The VoIP does not require IP addresses as they change all the time with dynamic allocations to you broadband.  It used the MAC address.  It may be that they are not allowing SIP connections.  I can take my Cisco phone to a hotel, my car phone or an iPhone hotspot and it works as always.

BTW, I had to leave White County Cable due to constant service disruptions and went to T-Mobile Home Internet (Dynamic ip).  Unfortunately, no "Bat Phone" here now.  The VOIP requires Static ip.  AT+T Fiber is ¼ mile away in two directions, but not available in our neighborhood which isn't fully built out yet!
