Bureau manager usually distributes the cards to the letter managers. Also, these days, seems to take the money and buy envelopes for the letter managers. A big job for one person, and they'd probably need to be retired. But the high intensity part of it usually only lasts one to two days a month.

I'm curious what the workload is for a QSL bureau today given that several folks have migrated to LoTW or using a direct format. Obviously not what it was once upon a time, but still a needed service.
