Regarding TO prefixes.
I understand it as the "TO" prefix
being any/all France Overseas Territories. N1NN will only
recognize the country of a TO a call when it is mapped in the
DXCC Country file (maintained by Jim, AD1C). The periodic
updates from AD1C are likely driven primarily by new such
callsigns after assignment.
So if the current file doesn't have TO5M listed and mapped as St Martin, the DXCC entry will be wrong. This is backed up when using the DX Atlas "Resolve Callsign" tool. Typing in JUST a prefix of "TO" returns the following, multiple countries:

I have had the same issue with the TO prefix using N1MM, so you are not unique with that problem…Get Outlook for iOS

Hit send too quick. I believe the issue is not the Zone but it doesn't recognize TO5 as being St Martin (where TO5M is located) because after it finally logged the Q it leaves the country blank.
