  Must tuners info manuals tell you about 10 meters being a problem being so wide, and sometimes too much inductance needed and to lower your power at times. Pays to have a 1:1 antenna at 28.3 and one at 29. 0 sometimes.

 No other band comes close to the 1.7MC wide band like 10m is! 😊  Heck most bands are just 300 kc or less in width with only 15m and 80m being in the 450-500 kc widths.. Just can not resonate at a 2:1 SWR over that much range unless the tuner gets a bit hot, etc. HI

   I think I am right to say FM is only allowed in NA on 29.6- 29.7 on the NA Band Plan put out by Icom in 2008. That means that anyone calling on 29.420 on FM was off the FM segment for NA unless things have been modified by the FCC in recent years. Joel or Rick might know the current band plan changes of recent..  I know the DXpeditions can’t keep up with ever changing things dealing with allowed frequencies in so many countries they work..

You are right San, I don't know of a single antenna that will split the upper end of 10M with the lower end and a tuner may be the only approach.  I have not been on 10M FM in years but I have a 10M FM repeater sitting out in storage hi hi.
