Yes.  I recently helped a paper logger for 66 years get on N3FJP/LoTW for his 6m travels in his motorhome (when his wife will let him operate).  Got him going with a /P configuration so all he needs to do is change the GS where he's located and add the /P to his CQ's.  I'll probably have to walk him through that a time or two, but it works and he uploaded over 150 contacts on his last trip to LoTW.  

He doesn't have the greatest setup, just a 100w radio and vertical antenna.  He's a big CW operator on 20 and 40 where he uses some wires when locations allow them to find attachment points.  Said he "might" log those on N3 as well since it would be set up.

Anyone that can manage doing digital on their computer should surely be able to set up an LoTW account? I'm sure if they ask for help it would be available. While doing the FFMA rare grid thing this Spring and early Summer, I always checked "Find Call" as well to see how serious I should chase them.  If they don't use LoTW, I put them on the "if they are in my face, I'll work them" list.  Most grids are eventually covered by a LoTW user.  Down to about 3 QSL Cards that are still hold outs, but several are planned for those grids next season.

Sometimes I will use the "Find Call in LoTW to see when their last upload was. If it's way after our contacts then I will then try Club log. Most of the time they are OQRS.
