I just worked US2IC on 17m FT8 in response to my CQ.  I had not seen him on before or since our contact.  Don't know if it was a pirate or an expat outside the country, but his signal was what I would expect from that part of the world.  Nonetheless, the contact is in my log.  I may never know as he doesn't use LoTW or mail, but does eQSL, which I stopped using a year ago.  

I did get a couple of LoTW verifications from Ukraine stations from the CQ-WPX RTTY contest a few weeks back.  Better days for them, for sure.
