That would be a big NO. It should take about 10 to 20 years to make it. Patience is required. I can remember some entities that were off the air for 30 years. Some for over 20. Some of those are now on regularly, or license is obtainable for a limited number of bands (see Myanmar).
And no for dropping some countries from the list for inactivity. I can cite tries for doing this from the past, and over several years. Each one has failed at the Board level. This countries need to remain on the list in order to advance amateur radio in those countries. It fosters efforts by diplomatic DXers to attempt to bring amateur radio back, and has worked over the years. Two examples ( and there are others) are Albania ( off from 1972 to 1990) and Myanmar (from 1965 to 1995; Romeo was never there).
