[ADXA] Fw: Rep. of Congo on 3.573

They decoded at -19 at 0154Z on 3.573.  In actuality they were on 3.580.  That's what PSK showed and where at least two of our members worked them.  I should have checked the Livestream and not rely on DXSummit.  No contacts since 0213Z.  Missed them!
