[ADXA] Wake Island in 21.091 Super F/H

I have called him three times F/H.  He answers me with a +9.  I 
respond.  He keeps giving me my signal.  No QSO ever completed.  I don't 
hear a Super Fox signal.  Several other stations having same problem I'm 
having.  Called him with KH7AL and /KH9.  Always get an answer but he 
never completes Q with me.


What am I doing wrong?
